i cant reset my iphone

ok so i have an iphone 4s thats disabled because i don't know the password to it and i cant reset it at all because find my iphone is enabled, i cant disable find my iphone either or reset it from there because the phone isn't connected to the internet. I have tried bypassing the password and i even gave it to a digital repair shop and they couldn't fix it. What do i do? please apple if you do read these things please help me.
